SCHEMES

      The Department of Co-operation is implementing 13 State Sector Schemes with an outlay of Rs.35992.00 lakhs for the year 2011-12. The list of the Schemes, pattern of assistance from the Govt. and the objective of the Schemes are detailed as under:

1.) Direction & Administration-125-Modernisation:

Budget provision:             Rs.100.00 lakhs
Pattern of Assistance:     Subsidy

      The Govt. of Karnataka has been laying emphasis on the usage of technology in the Govt. departments and to fall in line with the Govt.’s intent, the Department has taken initiative in this direction. The officers and staff at the office of RCS have been provided with computers, LAN connectivity with internet facility. The Staff at HO have been provided with Modular work stations, thereby creating a better working environment.

      The offices up to the level of Co-operative Development Officers have been l equipped with computers and infrastructure. During the year 2010-11, the amount earmarked under the utilized for the development of software for the Dept, modernization Mysore and Belgaum JRCS offices, purchase of additional computers and digitalization of old records at Head Office.

      During the year 2011-12, the amount of Rs.100.00 lakhs earmarked is proposed to be mainly utilized for the development of software for the Dept, modernization of the Bangalore and Gulburga JRCS offices, installation of video conferencing facilities at Head Office.   

2.Interest subsidy for crop loans:Top

          Budget provision:             Rs.30000.00 lakhs
          Pattern of Assistance:     Subsidy

      The novelty of the scheme is reduction in the rate of interest on agricultural loans to 3% and making a firm commitment by the Govt. to provide interest subsidy on the loans sanctioned by the co-operative credit institutions and to provide adequate provision in the budget for reimbursing the said interest subsidy to the co-operative credit institutions.
During the year 2009-10, Rs.109.81 crores and during the year 2010-11, the Govt. has released Rs.277.00 crores as interest subsidy on loans disbursed at the rate of 3%.
For the year 2011-12, budget allocation of Rs.300.00 crores has been provided to meet the interest subsidy of co-operative institutions.

 

3.) Establishment of Marketing Infrastructure facilities to LAMPS Federation:

Budget provision:             Rs.12.00 lakhs
Pattern of Assistance:     Subsidy

      To provide infrastructure facilities like Computers, FAX machine and Telephone etc., for processing activities to LAMPS Federation and LAMPS Societies, financial assistance is given in the form of subsidy.

            For the year 2011-12, budget allocation of Rs.12.00 lakhs has been provided.

4.)     Yeshasvini :
          Budget provision:            Rs.3600.00 lakhs
          Pattern of Assistance:     Subsidy

      Yeshasvini was launched in the State of Karnataka on 01.06.2003. A member of a co-operative society in rural areas and all his family members, members of Self-Help Groups in rural areas, co-operative fishermen of town/city areas, co-operative beedi workers and co-operative weavers are eligible for the benefits under this Scheme by paying a premium of Rs.160 per year.

  • About 1600 different surgeries have been covered for treatment in 475 network hospitals in the State.
  • 3,46,774 farmers are treated from the beginning till 31.04.2011.
  • Rs.309.89 crores has been paid as fees to hospitals, of which the State Government has contributed Rs.153.92 crores
  • During 2011-12, the Government has made a provision of Rs.3600.00 lakhs.

5.) Enrollment of BC/Minority People as members of all types of  Cooperative -Subsidies:

Budget provision:                       Rs.50.00 lakhs
Pattern of assistance:                Subsidy

      Financial assistance in the form of subsidy is given by the Govt to enroll the people belonging to Backward Classes/Minorities in all types of Cooperative Societies. to enable them to get the facilities provided by the co-operative society and thereby, to uplift them socially/financially and also to increase the capital base of the co-operative society. Financial assistance equivalent to the value of one share or Rs.500/-, whichever is the less is sanctioned.
Budget provision of Rs.50.0 lakhs is made during the year 2011-12 for this purpose.

6.) NCDC sponsored Integrated Cooperative Development Project (ICDP):

Budget provision:                Rs.800.00 lakhs
Pattern of assistance:          Subsidy/Share capital/Loan

      Integrated Coop. Development Project is a micro level project sponsored by the N.C.D.C. and is being implemented through the Department of Cooperation.  This scheme is a five year programme and is proposed to be implemented in the districts of Bijapur and Bellary from the year 2011-12. This project aims at providing financial assistance in the form of providing basic infrastructure facilities like margin money, working capital and share capital, encouraging BDP in order to create assets; economic stability and overall development of the coop. societies in the district.

      For the year 2011-12, budget provision of Rs.82.79 lakhs under subsidy, Rs.607.03 lakhs under share capital and Rs.110.18 lakhs under loans has been provided.

7.)Interest Subvention for loans to SHG’s:

Budget Provision:             Rs.1000.00 lakhs
Pattern of assistance:      Subsidy

      Self-Help groups have been formulated for the upliftment of financial weaker section of the society and provided linkage for lending by Banks/ Co-operative Societies. In order to extend substantial relief to the members of SHG groups by reducing the heavy interest burden on the loans, the Govt. has implemented the Scheme of advancing loans through co-operative credit institutions to SHGs at the rate of 4% from the year 2007-08. The Govt. is reimbursing interest subsidy on these loans advanced to the SHGs at the primary level/ DCC Bank level at the rate of 7.50% to 9.50%.

      For the year 2011-12, budget provision of Rs.1000.00 lakhs has been provided to meet the interest subsidy of co-operative institutions.

8.) Financial Assistance to SC/ST, BCM and Minorities Cooperative  Societies:

Budget Provision:             Rs. 50.00 lakhs
Pattern of assistance:      Subsidy

      Financial assistance in the form of subsidy is extended to SC/ST/Backward Class/Minority Cooperative to create infrastructure and assets so that the  co-operative societies will enable to increase their business and achieve their objectives.

Budget provision of Rs.50.0 lakhs is made during the year 2011-12 for this purpose.

9.)Technology and Human Resources Upgradation:Top

Budget Provision:             Rs. 30.00 lakhs
Pattern of assistance:      Subsidy

      The Dept. has drawn up programs of training to different cadre of officials and staff in HRD and various other subject matters pertaining to different functions undertaken by the Dept.
            During the year 2009-10, 1235 officers/ staff have undergone training at a cost of Rs.31.80 lakhs and during 2010-11, 637 officers/ staff have been imparted training through training institutions at a cost of Rs.28.27 lakhs.
      For the year 2010-11, Rs.30.00  lakhs has been earmarked for training.

10.)Loans for purchase of Debentures-KSCARD Bank:

Budget Provision:             Rs.300.00 lakhs
Pattern of assistance:      Loan

      KSCARD Bank approaches NABARD for refinance on loans disbursed. NABARD subscribes to the extent of 90-95%.  Remaining 5-10% is subscribed by GOI and GOK to the extent of 4-5 % each. GOK makes budget provision to meet this subscription of 4-5% for purchase of debentures to enable KSCARD Bank to float debentures for availing refinance facility from NABARD.
      For the year 2011-12, budget provision of Rs.300.00 lakhs has been provided under the Scheme.

 

11.) Office building of Co-operation Department:

Budget provision:            Rs.50.00 lakhs
Pattern of assistance:     Capital outlay for construction

      In order to take up the construction of building premises for the offices of the Co-operation Dept. a new scheme has been accorded approval in the year 2010-11 and a  budget provision of Rs.20.00 lakhs has been earmarked under this Scheme which has been released for the construction of office premises comprising of three floors for the O/o. DRCS & ARCS, Shimoga and Dy. Director of Co-op. Audit & Asst. Director of Co-op. Audit, Shimoga.

      To meet the balance cost of construction the Govt. has provided a budget provision of Rs.50.00 lakhs in the year 2011-12
