       The list of the Schemes, pattern of assistance from the Govt for the year 2017-18 and the objective of the Schemes are detailed as under:

1. Direction & Administration-125-Modernisation:

Budget provision:             Rs.20.00 lakhs
Pattern of Assistance:     Subsidy

Objective of the Scheme:

     Computerization and modernization of the Department for effective administration. Assistance for purchase of photo copier, Computers, Fax machines etc.

Estimated benefit:

   Fully equipped offices with latest technology for better communication and effective administration   

2. Interest subsidy for crop loans:Top

          Budget provision:             Rs.81500.00/-lakhs
          Pattern of Assistance:     Subsidy

Objective of the Scheme:

      Reduction in the rate of interest on agricultural loans up to Rs.3/- lakh to 0% and a firm commitment by the Govt. to provide interest subsidy on the loans sanctioned by the co-operative credit institutions.

Estimated benefit:

      Strengthen the credit delivery system to the farmers and make available easy credit at reasonable rates.

 

3. Tribal Sub Plan – Marketing Infrastructure facilities to LAMPS Federation:

Budget provision:             Rs.100.00/- lakhs
Pattern of Assistance:     Subsidy

Objective of the Scheme:

      A sum of Rs. 100.00 lakh has been provided in the year 2017-18 to assist the LAMPS. Under this scheme, financial assistance is being given to Karnataka State Cooperative LAMPS Federation and member LAMPS societies for providing marketing infrastructures like Computers, FAX and Telephone etc. and also for construction of godowns /building. Estimated benefit:

      Members of LAMP societies will get market for their minor forest produce and thereby they are economically benefited.

4.   Yeshasvini Co-operative Health Scheme :

Budget provision (Rural and urban ):             Rs.21258.00/- lakhs
Pattern of Assistance:     Subsidy

Objective of the Scheme:

      To provide quality health care and improve the living standards of rural cooperative members, thereby ensuring overall health and welfare of the co-operative members.
From the year 2014-15 Yeshasvini Co-operative farmers health scheme is extend to members of cooperative in urban area.

Estimated benefit:

      Free medical treatment for 805 types of surgeries to the rural and urban co-operators through 458 network hospitals. Improvement in health conditions and living standards of the members.

5. Financial Assistance to SC/ST/BC/Minorities   Cooperative Societies:

Budget provision:                       Rs.11.00 lakhs
Pattern of assistance:                Subsidy

Objective of the Scheme:

      Societies organized by the SC/ST, BCM and Minorities do not have sufficient funds to undertake economic activities for the benefit of their members. Hence with a view to assist these societies to create infrastructure and assets, financial assistance is provided under this scheme. A sum of Rs. 11.00 lakh has been provided for this programme in the Annual Plan 2017-18.

Estimated benefit:

      The beneficiary societies will be able to increase their business and thereby achieve their objectives.

6. Loan waiver - Failed bore wells :

Budget provision:                       Rs.901.00 lakhs
Pattern of assistance:                Subsidy

Objective of the Scheme:

       The scheme aims at helping the Cooperative farmers who have availed loan from PCARD Banks for open wells/ bore wells which are failed. A sum of Rs.901.00 lakhs has been provided under this head to meet the balance claims in the Annual plan 2017-18.

Estimated benefit :

      The farmers who have suffered on account of Loan due to failed bore wells will be relieved of their loan burden.

7. Interest Subvention for loans to Self Help Groups (SHG's)’s:

Budget Provision:             Rs.3000.00 lakhs
Pattern of assistance:      Subsidy

Objective of the Scheme:

      Reduction in the rate of interest on loans to SHGs at 0% for Women SHGs 4% for Other SHGs and a firm commitment by the Govt. to provide interest subsidy on the loans sanctioned by the co-operative credit institutions.

Estimated benefit :

      Encourage active participation of women also socially and economically backward sections of the society by providing accessible credit through formal financial institutions.

8. Enrolment of BPL.SC,ST,Backward Class/Minority,Women,Disabled persons as members of all types of Co-operatives:

Budget Provision:             Rs.681.00 lakhs
Pattern of assistance:      Subsidy

Objective of the Scheme:

      The scheme aims to expand the credit base to the weaker sections and minorities in the society by enrolling them as members of Co-operative Societies. An amount equal to the value of one share subject is sanctioned to the society to enrol such beneficiaries. This year Priyadarshini and Ashakiran schemes were merged with this scheme.

Estimated benefit :

      Economically weaker sections of the people belonging to BPL, SC, ST, BC, Minorities, women, physically disabled will be able to get the facilities made available by the respective co-operative societies which will uplift them socially/financially.

9. Technology and Human Resources Development Fund: Top

Budget Provision:             Rs. 20.00 lakhs
Pattern of assistance:      Subsidy

Objective of the Scheme:

      This Scheme aims at imparting training to the officers and Staff of the Dept. working at various levels. It is very essential to give training to the Officers/ Staff to improve their efficiency and keep them updated about the recent development in Technology and areas in which they are working.
A sum of Rs.20.00 lakh has been provided for this programme in the Annual Plan 2016-17

Estimated benefit:

      Encourage to deliver high quality service to the concerned institutions and public at large which will ultimately result in the effective implementation of Departmental schemes.

10. Loan for Agricultural Financial Institutions –Loans to KSCARD Bank :

Budget Provision:             Rs.500.00 lakhs
Pattern of assistance:      Loan

Objective of the Scheme:

      To meet the Govt. of Karnataka’s share of 4-5% extending term loans to KSCARD Bank Ltd. for onward lending to PCARD Banks.

Estimated benefit:

      To enable KSCARD Bank to avail refinance facility from NABARD, thereby the farmers will get long term loans at reasonable rates of interest resulting in improvement in their financial position and living standard.

 

11. Share capital assistance to financially weak consumer, marketing and processing co operative societies:

Budget provision:            Rs.100.00 lakhs
Pattern of assistance:     Share Capital (Relief)

Objective of the Scheme:

      Financial assistance in the form of share capital assistance has been provided to the financially weak consumers, Marketing and processing co-operative societies in order to achieve their objectives .Budget provision of Rs.100.00 lakhs has been provided during 2015-16 for the scheme.

Estimated benefit:

      To above societies will increase their share capital and improve their business activities,thereby they will be financially sound.

12. Pashu Bhagya Animal husbandry -Short term loans through cooperative Banks:

Budget provision:            Rs.100.00 lakhs
Pattern of assistance:     subsidy

Objective of the Scheme:

      In Pashu-bhagya scheme, short term loans upto Rs.50000 at O % interest will be provided through cooperative banks on the lines of short term agriculture loans for providing cattle feed and other maintenance expenditure.

Estimated benefit :

      Providing cattle feed and other maintenance expenditure make available easy credit at 0 % interest rate.

13. Financial Assistance to Cooperative Election Authority:

Budget provision:            Rs.232.00 lakhs

Objective of the Scheme:

      To fall in line with the 97th Constitution Amendment, necessary Amendments to the Karnataka Co-operative Societies Act 1959 and the Karnataka Souharda Sahakari Act 1997 have been brought in and the ‘Co-operative Election Commission has been constituted. A grant of Rs.232.00 lakhs for the functioning of the Co-operative Election Commission is provided for the year 2015-16.

14. Interest waiver for defaulters loan:

Budget provision:            Rs.5000.00 lakhs

Objective of the Scheme:

      The objective of the schemeis to waive of the interest on all types of Overdue Agricultural loans as on 30-9-2015, provided that the farmers pay the principal amount within 31-03-2017

Estimated benefit :

     This scheme will enable fresh lending of short term agriculture loans to such farmers and help them in their agricultural activities.

15. installation of micro ATM cum POS Machine in PACS /Modernisation:

Budget provision:            Rs.200 lakhs

Objective of the Scheme:

      Dcc banks with the assistance of NABARD aid in insatllation of micro ATMs cum POS Machines in PACS.

Estimated benefit :

      Provide core Banking facility to rural people at their door step.

16. Special grants to primary agricutural co-operative society

Budget provision:            Rs.1.00 lakhs

Objective of the Scheme:

      To rejuvenate strengthen agricultural co-operative society.

17. Construction and Maintenance of PCARD, TAPCMS and Primary Agriculturual Co-op Societies:

Budget provision:            Rs.125.00 lakhs

Objective of the Scheme:

      This is a new scheme implemented from the year 2014-15. Aims at providing financial assistance for construction of new buildings and repair/ maintenance of existing buildings of PCARD Banks, Taluk Agricultural Produce Co-operative Marketing Societies and Primary Agriculturual Co-op Societies.

Estimated benefit :

     Construction of new buildings and repair/ maintenance of existing buildings of the co-operative societies will help in the creation of desirable quality asset to the society.

DISTRICT SECTOR SCHEMES:

A sum of Rs. 587.00 lakh has been provided for the following schemes in the Annual Plan 2017-18
1. Assistance to Various Co-operative societies / NCDC scheme
2. Infrastructure facilities to Milk Producing Co-operative Societies for Women
3. Loans to Opening of small branches and construction of business premises
4. Share Capital assistance to various categories of Co-operative Societies (NABARD / NCDC / General)
5. Share Capital to other cooperatives
6. Loans to various categories of co-operative societies – NCDC
7. Loans to Women Co-operatives for construction of common work shed
8. Subsidy on loans Sanctioned by PCARDB for assets creation
9. Investment in Women’s Cooperatives
10. Special Component Plan for SC’s
11. Loans to Women Co-operatives (Working Capital) and Construction of Business premises

Proposed Programmes and Outlay for SCP & TSP in the Annual Plan 2017-18:

a) Special Component Plan

      An amount of Rs. 8833.00 lakh under State Sector has been provided for the year2017-18.

b) Tribal Sub Plan

      An amount of Rs. 6323.00 lakh under State Sector has been provided for the year 2017-18. .
