       The list of the Schemes, pattern of assistance from the Govt for the year 2017-18 and the objective of the Schemes are detailed as under:

1. Direction & Administration-125-Modernisation:

Budget provision:             Rs.20.00 lakhs
Pattern of Assistance:     Subsidy

Objective of the Scheme:

     Computerization and modernization of the Department for effective administration. Assistance for purchase of photo copier, Computers, Fax machines etc.

Estimated benefit:

   Fully equipped offices with latest technology for better communication and effective administration   

2. Interest subsidy for crop loans:Top

          Budget provision:             Rs.103360.00/-lakhs
          Pattern of Assistance:     Subsidy

Objective of the Scheme:

      Reduction in the rate of interest on agricultural loans up to Rs.3/- lakh to 0% and a firm commitment by the Govt. to provide interest subsidy on the loans sanctioned by the co-operative credit institutions.

Estimated benefit:

      Strengthen the credit delivery system to the farmers and make available easy credit at reasonable rates.

 

3. Interest Subvention for loans to Self Help Groups (SHG's)’s:

Budget Provision:             Rs.8530.00 lakhs
Pattern of assistance:      Subsidy

Objective of the Scheme:

      Reduction in the rate of interest on loans to SHGs at 0% for Women SHGs 4% for Other SHGs and a firm commitment by the Govt. to provide interest subsidy on the loans sanctioned by the co-operative credit institutions.

Estimated benefit :

      Encourage active participation of women also socially and economically backward sections of the society by providing accessible credit through formal financial institutions.

4. Interest subsidy for Kayaka scheme ’s:

Budget Provision:             Rs.1000.00 lakhs
Pattern of assistance:      Subsidy

Objective of the Scheme:

      Under this loan upto a maximum of Rs.10 lakh under this scheme for self help groups on cluster model or individually. Under Kayaka scheme, zero interest rate for loan upto Rs.5 lakh and 4% interest for loan between Rs.5 lakh to Rs.10 lakh is fixed.

Estimated benefit :

      New scheme called ‘Kayaka’ is implemented to enhance skill development and entrepreneurship quality in self help groups to encourage taking up self employment to increase their income.

5. Interest subsidy for Badavara Bandhu ’s:

Budget Provision:             Rs.8100.00 lakhs
Pattern of assistance:      Subsidy

Objective of the Scheme:

      Government has responded to the difficulties and micro finance facility to street vendors/small vendors State under “Badavara Bandu” mobile service at concessional rate of interest.

Estimated benefit :

      Street vendors/ small vendors are at the lowest economic strata, who are subjected to exploitation without institutional finance system is provided with micro finance facility with concessional rate of interest.

6 Tribal Sub Plan – Marketing Infrastructure facilities to LAMPS Federation:

Budget provision:             Rs.200.00/- lakhs
Pattern of Assistance:     Subsidy

Objective of the Scheme:

      A sum of Rs.200.00 lakh has been provided in the year 2019-2020 to assist the LAMPS. Under this scheme, financial assistance is being given to Karnataka State Cooperative LAMPS Federation and member LAMPS societies for providing marketing infrastructures like Computers, FAX and Telephone etc. and also for construction of godowns /building. Estimated benefit:

      Members of LAMP societies will get market for their minor forest produce and thereby they are economically benefited.

7. Financial Assistance to SC/ST/BC/Minorities   Cooperative Societies:

Budget provision:                       Rs.50.00 lakhs
Pattern of assistance:                Subsidy

Objective of the Scheme:

      Societies organized by the SC/ST, BCM and Minorities do not have sufficient funds to undertake economic activities for the benefit of their members. Hence with a view to assist these societies to create infrastructure and assets, financial assistance is provided under this scheme. A sum of Rs.50.00 lakh has been provided for this programme in the Annual Plan 2019-20.

Estimated benefit:

      The beneficiary societies will be able to increase their business and thereby achieve their objectives.

8. Loan waiver :

Budget provision:                       Rs.615000.00 lakhs
Pattern of assistance:                Subsidy

Objective of the Scheme:

       The Objective of the Scheme is to relieve the farmers of their loan burden who have suffered on account of drought in the state. Under the scheme, the crop loan principal upto Rs.100000/- including interest on it is waived off to those farmers who have availed crop loan from co-operative institutions.

Estimated benefit :

     The farmers who have suffered on account of Loan who have suffered on account of drought will be relieved of their loan burden.

9. Enrolment of BPL.SC,ST,Backward Class/Minority,Women,Disabled persons as members of all types of Co-operatives:

Budget Provision:             Rs.200.00 lakhs
Pattern of assistance:      Subsidy

Objective of the Scheme:

      The scheme aims to expand the credit base to the weaker sections and minorities in the society by enrolling them as members of Co-operative Societies. An amount equal to the value of one share subject is sanctioned to the society to enrol such beneficiaries.

Estimated benefit :

      Economically weaker sections of the people belonging to BPL, SC, ST, BC, Minorities, women, physically disabled will be able to get the facilities made available by the respective co-operative societies which will uplift them socially/financially.

10. Technology and Human Resources Development Fund: Top

Budget Provision:             Rs.5.00 lakhs
Pattern of assistance:      Subsidy

Objective of the Scheme:

      This Scheme aims at imparting training to the officers and Staff of the Dept. working at various levels. It is very essential to give training to the Officers/ Staff to improve their efficiency and keep them updated about the recent development in Technology and areas in which they are working.
A sum of Rs.5.00 lakh has been provided for this programme in the Annual Plan 2019-20

Estimated benefit:

      Encourage to deliver high quality service to the concerned institutions and public at large which will ultimately result in the effective implementation of Departmental schemes.

11. Loan for Agricultural Financial Institutions –Loans to KSCARD Bank :

Budget Provision:             Rs.1000.00 lakhs
Pattern of assistance:      Loan

Objective of the Scheme:

      To meet the Govt. of Karnataka’s share of 4-5% extending term loans to KSCARD Bank Ltd. for onward lending to PCARD Banks.

Estimated benefit:

      To enable KSCARD Bank to avail refinance facility from NABARD, thereby the farmers will get long term loans at reasonable rates of interest resulting in improvement in their financial position and living standard.

12. Computerisation of PACS and SHG:

Budget provision:            Rs.145.00 lakhs

Objective of the Scheme:

      Computerising and providing software to PACS and SHG to enable self sustenance in financial matters. Computerising PACS and SHG will help in effective preparation of claim bills, maintenance of data and accurate reporting.

13. Financial Assistance to Cooperative Election Authority:

Budget provision:            Rs.239.00 lakhs

Objective of the Scheme:

      To fall in line with the 97th Constitution Amendment, necessary Amendments to the Karnataka Co-operative Societies Act 1959 and the Karnataka Souharda Sahakari Act 1997 have been brought in and the ‘Co-operative Election Commission has been constituted. A grant of Rs.239.00 lakhs for the functioning of the Co-operative Election Commission is provided for the year 2019-20.

14. Interest waiver for defaulters loan:

Budget provision:            Rs.5238.00 lakhs

Objective of the Scheme:

      The objective of the schemeis to waive of the interest on all types of Overdue Agricultural loans as on 30-9-2015, provided that the farmers pay the principal amount within 31-03-2017

Estimated benefit :

     This scheme will enable fresh lending of short term agriculture loans to such farmers and help them in their agricultural activities.

15 Grant in aid to KCC Bank Dharwad and DCC Bank Bijapur.:

Budget provision:            Rs.500 lakhs

Objective of the Scheme:

      It is proposed to establish 500 land operations co-operative societies in the co-operative sector involving 100 farmers in 300 acres of farm land on the model of farm producer’s organizations of Agriculture Department. For this purpose Rs.5 crore is provided for the year 2019-20.

DISTRICT SECTOR SCHEMES:

A sum of Rs.608.08lakh has been provided for the following schemes in the Annual Plan 2019-20
1. Assistance to Various Co-operative societies / NCDC scheme
2. Infrastructure facilities to Milk Producing Co-operative Societies for Women
3. Share Capital assistance to various categories of Co-operative Societies (NABARD / NCDC / General)
4. Share Capital to other cooperatives
5. Loans to various categories of co-operative societies – NCDC
6. Loans to Women Co-operatives for construction of common work shed
7. Subsidy on loans Sanctioned by PCARDB for assets creation
8. Investment in Women’s Cooperatives
9. Loans to Women Co-operatives (Working Capital) and Construction of Business premises
